Oh, I love this idea!
But who needs the watch? Get yourself a permanent marker, and just write “now” on your wrist where the watch would go! 
Or if you’re really game and into a bit of pain, a tattoo!

So what happens if you live near the border of a time zone? If I cross a state line on foot that takes me into Mountain or Pacific time, then hop back over, will it account for that?

Lol, I really need a wrist watch like that to know what time it is all the time. It is a watch that will answer other quaestions aside from just what time is it. When should I go? When should I leave? and so on.
