IcoFX: Free Icon Creator And Editor
If you’re looking for an easy way to edit your icons, give this little app a try. IcoFX is a free icon editor and creator with a lot of effects. IcoFX lets you convert your images into icons easily. There are over 40 effects included to help you get the look you want for your icon. The application supports transparency for creating icons for Windows Vista.
This is useful for customizing free icons that you have downloaded. If you’re thinking of creating your own icon from scratch, it probably won’t look as good as the one in the screenshot heh.

That’s pretty slick. Not sure what I would use it for personally, but if I was a programmer or something, it might be handy for shortcuts.
